MaxiGuard [RELEASE] Kabloz Procedure Job Kill Streak Handler

Description:
Tracks and updates Job-based killstreaks for players.
When a qualifying job-player (Trader/Hunter/Thief) kills another:
1) Increments killer's streak (stored in KABLOZ_SYSTEMS.._JobKillStreaks)
2) Resets victim's streak (and notifies if victim lost a multi-kill streak)
3) Maps numeric job types to human-readable names
4) Derives a KillStreak Title (Double Kill, Triple Kill, Rampage, ... up to Endless)
