I don't think the C9 issue is related to the operating system
@sarkolata . I have experimented with Windows Server 2008, 2008 R2, 2012, 2016 and 2019 versions and all of them have encountered C9 error. I have experienced that in some windows versions the error is rare but not completely gone.
So what is the solution of problem?

When you change the number of modules, you need to make the correct settings of the u1, u2, u3 ... parameters in the definitions in the srNodeData file. You get the C9 error because of the incorrect values here. How to fix these parameters is too complicated to explain here.
Btw, using modules in one vm or multi vm doesn't change the situation.
